OAK ISLAND · BUYER GUIDE
FLOOD ZONES, FLOOD INSURANCE AND WHAT TO BUDGET BEFORE YOU BUY
Last updated October 2026
THE SHORT ANSWER
If the home sits in a FEMA high-risk flood zone and you use a mortgage from a federally insured lender, yes, flood insurance is required. If the home is in a lower-risk zone, it is your choice, but I still tell every Oak Island buyer to get a quote. A regular homeowners policy does not cover flood damage, and this is a barrier island.

Is Oak Island NC in a flood zone?
Parts of it are, and it changes from lot to lot. The Town of Oak Island lists three main flood-prone areas: the ocean front, the shoreline along the estuary, and a low valley between 58th and 40th Streets along Dolphin and Pelican Drive.
Some homes on the island sit in a lower-risk X zone. Others sit in A or V zones, which FEMA calls high risk. Two houses on the same street can have different zones. That is why you look up the exact address, not the neighborhood.
How do I check the flood zone for an Oak Island address?
Call the town or look it up online before you make an offer. Here are three ways to do it:
- Call Oak Island Development Services at 910-278-5024. Give them the address plus the lot and block numbers. Staff can tell you the flood zone and the map panel.
- Use the state’s free flood tool at flood.nc.gov. It shows flood risk for a specific address and gives an idea of possible insurance rates.
- Ask for the elevation certificate. The town keeps copies for most existing homes in high-risk flood areas. Your insurance agent will want it.
DANIELLE’S TIP
“I pull this information early for my buyers. It is much easier to walk away from a house during due diligence than after closing.”
When is flood insurance required to buy in Oak Island?
It is required when the home is in a high-risk flood zone and your loan comes from a federally insured lender. That covers most mortgages. Your lender may also set a minimum amount of coverage.
If you pay cash, no lender can require it. But you would be paying for any flood repairs yourself. On an island, I do not recommend skipping the quote just because nobody is making you buy a policy.
Does homeowners insurance cover flooding in Oak Island?
No. The Town of Oak Island and FEMA both say homeowners insurance does not normally cover flood damage. You need a separate flood policy.
Most buyers here end up with more than one policy. Here is the usual setup:
- Flood policy. You can buy one through the National Flood Insurance Program (NFIP) from a licensed agent. For a single-family home, NFIP covers up to $250,000 for the building and up to $100,000 for contents. Some buyers add a private policy on top if the home is worth more.
- Wind and hail coverage. Oak Island is south and east of the Intracoastal Waterway. That puts it in the “beach area” served by the North Carolina Insurance Underwriting Association, also called the Coastal Property Insurance Pool. It offers wind and hail coverage and homeowner coverage here when regular companies will not. It does not sell flood insurance.
- Homeowners or dwelling policy. This covers things like fire and liability.
Ask your agent to show you all three costs together. That total is the number that changes your monthly payment.
Who should I call for an Oak Island insurance quote?
I send my buyers to Keith Gore at Brightlight Insurance Services. Keith works in both North and South Carolina and can quote your flood, wind, and homeowners coverage together. He has saved me and my clients a lot of money.
Already have a quote? Check in with Keith anyway. A second look costs you nothing.

How long does flood insurance take to start?
Most new NFIP policies take effect 30 days after you buy them. There is an exception that matters to buyers. If you buy the policy as part of getting your mortgage, FEMA says there is no waiting period.
If you are paying cash, plan ahead. Get the policy in place as early as you can so you are not waiting 30 days after closing with no flood coverage.
What makes flood insurance cost more or less in Oak Island?
The home itself sets the price. FEMA now rates each building on its own risk. These details tend to matter most:
- Flood zone (X, A, or V)
- How high the first floor sits above the base flood level
- Distance to the ocean or marsh
- Whether the electrical panel, water heater, and HVAC are raised
- Type of foundation, such as pilings or a slab
Oak Island requires new homes in the floodplain to be built at least one foot above the base flood level. Homes in V zones must be designed by a licensed design professional. All construction on the island must meet 150 mph wind standards. Newer, raised homes often price differently than older homes built closer to the ground.
BUYING A FIXER-UPPER?
If repairs or additions equal or exceed 50% of the home’s value, the town requires the whole house to meet current flood and building rules. That can mean raising the home. Ask about this before you plan a big remodel.
